The quality of education is highly increasing under the good and experiment teachers

How sad is this? I know of a primary school (PT3) teacher who still practises the trade at a conventional Secondary School. I am told there are still some more. Why not retire or transfer them back to primary school so that more qualified, fresh and energetic teachers can take their place.
