The idea of the subsidy program is that contractors or home owners get to pay less for cement and malata, but the manufacturers of those products still gets paid the full cost because the government offsets the reduced cost bore by the consumer. The government gets its money from us, the taxpayers, so really we are all paying a little so people who have even less can afford some few amenities (in the case of the dream project it would be elderly and the disabled who would benefit).
