He was first picked as speech writing consultant but has now been recruited to help boost Chakwera’s ratings, according to MCP sources.

“MCP decided to engage a governance and economic expert who helped them write Chakwera’s speech” said a source who chose not to be named for security reasons.

Lombe has been described as passionate and fearless with speech-making skills that brings substance.

The speech Chakwera gave in parliament has been given a high score for content as well as style. It was a beautiful passage as he made constructive criticism.

On President Peter  Mutharika’s proposed reforms, among them reduction of presidential powers, Chakwera suggested a constitutional amendment to enshrine the proposal but also the reduction of Cabinet size to 20.

He also took to task Mutharika’s lack of direction on previous government programmes such as the Farm Input Subsidy Programme (Fisp) or proposed plans to build a new airport at Chileka yet he wanted to establish a council that would ensure continuation of long-term public programmes.

Lombe was awarded the degree of a Doctor (Ph.D.).in Development Studies.

He received a DAAD-funded scholarship of the Development Research Division of the South African-German Centre for Development Research and Criminal Justice for his doctoral studies.

His thesis, “The Quest for a Development State in Malawi: A Developmental Social Policy Framework”, was supervised by Prof. J. Adesina.
