		<description>We agree with Kuponi that politics get a lot of comments.The sole reason for this is that everybody is a politician but its the level of politicking that differs.You will realize that not all of us will understand the economics and the issues related to it.As a result we read the article don&#039;t understand it and get confused. Hence we are not technically versed to comment and live it to the technocrats.

		<description>While you talked about economic growth, Malawi is one of countries with high income inequalities whereby few people get access to resources and trying to ignore politics, the trend will continue. 70-85% people lives in rural areas, have no access to clean water or electricity. The same people vote in large numbers because of simple things like free fertilizer which makes them happy, but some one keeps the big fish.

With your definition of rationing, can water be regarded as scarce resource in Malawi? Your rationing sounds like you are using a book, trying to digest what you have just learned but thank you for sharing on health care.

ARV’s can be allocated, but prices have nothing or less to do with allocation, they are just bringing what others say Commanding Economy, a sort of economy which can encourage corruption, but I do understand that they want farmers to benefit only that we don’t know if short term benefits will be there in foreseeable future as buyers are being chased away.

While farmers can benefit, through horrendous means, someone in the shadows can benefit more without even sweating, as they are responsible to fix prices--Rome was not built in a day, so they say, why in a rush?</description>

		<description>I hope the author of this report was not being too serious about this article. There is no substance to this piece. Rationing cannot form a central theme of government strategic policy thrust! You seem to have mixed up issues here of goal setting, priority setting and indeed spreading the reach of development benefits. 
I fail to see rationing as serious tool that can be adopted for the common good within the wider framework of government policy. In fact , it does not have a place even in business as usual state of  governing other than in times of urgent shortage such as maize shortage. Our country has been weighed down by these simplistic ideas that lead to no where. Reserve Rationing to times of scarcity of Maize and beans where you must ration it to cover many people. On that basis my suggestion is do not advise the government or the public - you will confuse everyone brother! I salute your courage to propose a direction albeit a wrong one.
I like your suggestion of calling for rigorous debates in general in our government policy formulations and public engagement, your call for common sense better distribution of development benefits and of course your call for  government to listen to public opinion.</description>
