The corruption that is stated here happens in the Treasury. A contractor has to oil a few palms for his payment to come out. Even the Roads Authority was running well at first during earlier times. Then came Hiwa and Kamoto and ruined everything. By the way the writer does not even know why the NCIC was established. Can someone educate him? Eeish! These journalists of the APM era!
