Court fines Phalombe Village Headman 1 Kwacha for demanding sex using relief food 

Phalombe First Grade Magistrates Court has fined K1 (One Kwacha) a village headman in the district for demanding sexual favours from women in exchange of relief food.

A 35-year-old village headman Filisa was arrested on Thursday March 9th, 2017 for abusing his powers by demanding sex from some of the beneficiaries of relief food distributed by World Food Program (WFP) through Adventist Development Relief Aid (ADRA).

And on Monday 20th March the court demanded Filisa born Baton Sinje to pay K1 as fine on the charge of Conduct Likely to Cause Breach of Peace under Section 181 of the Penal Code in default face one month jail term.

First Grade Magistrate Damson Banda also ordered Filisa to pay the victim who first alerted the law-enforcers about the village headman’s conduct, K40,000.00 in compensation.

Filisa managed to avert jail by paying the fine which is regarded as meager any court would impose in the modern times. He also paid the compensation.

Nyasa Times reported earlier on that between the months of November 2016 and January 2017, Filisa visited one woman (name withheld) and asked her for a sexual relationship inorder to be listed among the beneficiaries of the relief food.

The woman was not pleased with the idea and went about seeking assistance. Police were tipped of the development; they instituted investigations that led to the arrest of the village Filisa.

Ndikumuyamikira mayiyu chifukwa chokanitsitsa kusinthanitsa umaliseche wake ndi chipere. Ifeel K1 fine is quite meagre as regard to the crime this man has commited. This village headman deserves stiff penalty thus to deter the would-be offenders or otherwise he would be sentenced to a long jail term. This is not time to smile to nonsense. Wake up women!
