A senior chief of Ngoni in Mzimba has described as naïve suggestions from some quarters that the powerful Ngoni district of Mzimba be dismantled into three.

Inkosi Kampingo Sibande said those propagating for the split are myopic and naïve and will regret later if they are humans.

“Government does not allocate development resources in a district just because it is big and vast but rather because of population, which is the fact of the matter. If this was the case then Neno could have been the most developed district in the country but look it is the smallest and probably the poorest,” argued the Ngoni Chief.

Chief Mbelwa the fourth who passed on two years ago used to argue that the name Mzimba means human body therefore he said it was bizarre to think of splitting a human body.

The current Ngoni chief also vehemently opposes to suggestions of splitting Mzimba into three districts.

Dan Nkosi, Chairman of Mbelwa District Council, where Mzimba belongs, refused to comment on the matter.

He however said the council has allocated a two day full council meeting on the issue next week.

Nkosi conceded the council is grossly split over the matter.

    its this chief who is myopic. have you been to neno for you to make that serious biased and unworthy comment about neno? neno is no longer the same. there is one of the best hospitals there, its no longer a bush as you used to know it in 1930. come and see the mushrooming constructions in the district. Dont be selfish. SPLIT MZIMBA THEN DONORS MAY HELP YOU. You need 3 district hospitals in that district which is not possible if it remains united as you are saying. even the quota system will still hit you hard because if you had 3 districts you would also have more quota places in the universities. so please think with the bains not the end part of the spinal cord.

    The issue is sensitive and need not need to consult our chiefs when we come to split the district into three development set ups.
    Why this? The district under subject only needs intellectual minds at government level to duly come up with such positiveness decisions. Mzimba development derails lie into the traditional leadership 80% truth. The reasons been that, our chiefs lose opportunities at hand such as winning scholarships from government cofers for them to pursue studies that could enable them understand policies that vie the concept of dividing the district for benefit of all Malawians living in the district and not only a family of those only originates from there. Mzimba need chiefs of better education to match their subordinates/subjects otherwise there is a big gap that exist between leadership and elite community as of today in the district. For example, there are alot of unresolved conflicts in Mzimba that requires our chiefs to bring them to and end, but with lack of school some definitions are difficult to be interplated for solutions. As of today I do not see anything working from our chiefs on the subject unless they go back to school as most of them are still young and vibrate thats when we can split the district otherwise we will die under such poor environment of underdevelopment which iis sad and pathetic. Go back to school guys, this is 21st century.

    Let any honest thinking person tell this forum if there is a BOMA ie physical infrastructure in fake declared districts of Likoma, Phalombe, Neno. And for how long have they being stand alone districts.

    The call to split Mzimba should come from bona fide Mzimba people and genuine northerners, not any other eternal haters.     THERE IS A HUGE DIFFERENCE IF AN AREA IS DECLARED AS DISTRICT. FOR EXAMPLE IT IS A REQUIREMENT FOR ANY DISTRICT TO HAVE A HOSPITAL. YES IT MAY TAKE TIME TO DOTHIS BUT EVENTUALLY THAT COMES TO PASS. SO TO ARE OTHER AMMENIETIES LIKE SCHOOLS, POLICE, COURTS, DCs OFFICES, DADO, FORESTRY, ETC. THESE DAY WE HAVE LOCAL ASSMEBLY WHICH CHAMPION DEVELOPMENT ACTIVITIES. MZMBA IS TOO BIG TO BE MANAGED BY ONCE COUNCIL.

    The fact of the matter is that when a particular location is declared district administrative headquarters , for sure efforts are made to have departments like a district hospital , DC’s office, district agriculture office, a district secondary school so on and so forth. And any person in their right frame of mind would see that these are agents of socioeconomic development. The mentioned government institutions bring with them working class community which in turn provide a ready market for the surrounding communities to sell their farm produce etc. And that stimulates growth of economic activities . The problem with those resisting is that they are protecting their positions at the expense of the common man.
    By the way, for record sake; districts of Neno, Balaka and Phalombe were hastily created because of Bakili Muluzi selfish ambitions to retain power in Parliament. These places were UDF strongholds and he wanted to create room for more pro UDF parliamentarians so that bills that were in his favor could easily be passed. Again, there has never been something like dividing Dowa district. The only proposal was to move the district headquarters to Mponela being geographically the center of the district and again with easy access to road network.

    Difficult issue for the chiefs. From a distance, one suspects that if MZ split then it’s almost certain that some of the new districts would look up to Chikulamayembe and not Mbelwa; this may explain the Chief’s fears.
    But then, splitting districts is totally unnecessary for development. Dowa rejected similar proposals, then advanced by Bakili. As we speak, Mponela, Madisi, Nambuma, Chezi, Lumbadzi are trading centres growing out of people’s HARD-WORK and not some government intervention.
    Question: what does MZ produce? Why has government not been investing in a vast district like that? Why are private sector players not going to MZ?

    Mzimba Chiefs missing the point. 3 or even 5 districts are only for government allocation of resources, very beneficial to Mzimba people. It does not mean spliting Mzimba people or traditions or chieftain of the paramount. Wake up Mzimba people, get the meaning. After all some Mberwa are already in Kasungu and Dowa. Do they cease to be culturally under the paramount Chief? In the real sense it would mean more than 3 government district hospitals, secondary schools etc. Chiefs have NOTHING to fear.

    Bayethe Nkosi! Salimbonani, Molweni, nonke makhosi. I think it is better to divide the district because it will lead into creation of employment. The posts of two District Commissioners, directors, secretaries and many others will be created. Administration will be easier than now when the DC has to attend to matters from Bwengu to Jenda and from Mbalachanda to Khosolo. There will also be more development such as District hospitals, Secondary schools, Mapholisa stations etc. Vukani ba Nguni, beka phezulu.

    The problem we have is greed. The councillors that are there do they bring any tangible development plans to the Council for consideration. What we need is good development plans coupled with good financial management. We hear that funds have been misused in the Council and nothing seem to happen to stop the malpractice and we are busy thinking of splitting the district. Do we appreciate the consequences of our action. I agreed with Inkosi Kampingo Sibande. Splitting will not assist the development but the calibre of the MPs and Councillors that we have in the Chamber.

    You are missing the point. Other developments follow the creation of districts. just imagine there are plans to construct a bitumen road joining Neno, Mwanza and Ntcheu coz of the coming of Neno. How many district hospitals will there be if Mzimba is split into four etc etc

    That’s right, Inkosi Sibande: Population is the key. It determines, not necessarily completely but majorly, the distribution of financial resources; especially in democracies. You seem to be better informed on these kind of political matters than some of your educated citizens!

    Look at Phalombe District. Even with it’s large population, it has not developed much since it was carved out of the larger Mulanje (Mlanje). Why? Mainly lack of money, and political will by the powers to be. Simple as that.

    And so, this issue should be quickly dispensed with, and outright, at the next Council meeting.
    DOA – dead on arrival! As it should be.
