Forum accuses PAC of aiding federal system miscarriage

The Forum for Advancement of Federal System and Rural Development in Malawi (FAFSRDM) has howled at the Public Affairs Committee (PAC), describing it as a spent force in as far as speaking for the voiceless in the country is concerned.

The forum, through its chairperson Dr. Bina Shaba, told Nyasa Times in an exclusive interview that the “committee was no longer dealing with what people want.”

The rants followed a failed meeting between PAC and the forum with the former saying they could not make it to Mzuzu because of lack of funds.

PAC’s executive director Robert Phiri, we learnt, had called Shaba at the eleventh hour “cancelling the meeting.”

According to information made available to Nyasa Times, the UNDP –which provides financial support to PAC – had “not deposited” the funds.

The delegation from PAC was also going to have Reverend Chingota, Fr Peter Mulomole and Reverend Timothy Nyasulu.

But a furious Shaba described the move as “unfounded gimmicks” aimed at “frustrating pro-federalists on having their wish granted.”

Shaba said it was unfortunate that PAC was now “siding with government.”

He repeatedly said they were not “happy.”

At the meeting that was supposed to be a follow up meeting held at Mzuzu Hotel, the forum had delegates from all the districts of the region except Likoma Island.

Shaba said they were now going to let the “people decide” on what to do next.

Added Shaba: “It is because they are running away from the issue and confusing people on the definitions of federalism and a federal system of government.”

He said people in Malawi wanted “a federal system of government and reject the current unitary system that has left the majority of citizens extremely poor and promotes inequality in the sharing of the national cake.”

    Looking at ALL countries with federal system, i have to agree that Malawi should go for federal state. Look at RSA, Nigeria, Mozambique, Angola, USA, Zambia etc etc they are all well developed. i am a Southerner and I want development. Malawi is not developed because of the current system. we cant just say no just because tinazolowela kutukwana a tumbuka.

What type f develpment do you want . it is the same ddp goverment that turned Mzuzu into what it is to day. that time it had no tarmark loads no stree light even ndalama zimatha ku mzuzu ama Bank nkumatinamiza kuti network. the coming of national bank was a relief to us.     Nigeria can not be a good example for wishing Federalism or secession in the North. Why did Civil War start there? It was because of Federalism where by the Igbos were being slaughtered by the Hausa and the Fulani for being in the Northern Federal State.
    When Biafra Republic was formed by the Igbos as is the wish of some people from the North now, the Central Government could not accept it. 8million Igbos lost their lives in this war. Many who had property and money in Lagos and Port Harcourt and other places in Yoruba Land lost it.General Ojuwku fled so will Shawa leave his subjects bleeding heavily and dying.

      You portray to have led a lot about Nigerian civil war, but still seem not to understand it. Please differentiate cessation from federalism. Nigeria is still a federal state and each state has a governor. The Biafra war came about due to cessation of Biafra from Nigeria and not federalism. Not all countries with federal governments are at war, Remember Kamuzu and his MCP used to tell us that multiparty ndi nkhondo. Are we at war now that we have multiparty democracy. The problem here is that most people speaking against federalism are afraid of change mostly because they benefit from the status quo. If you don’t change you will be irrelevant to the changing times.

    Nigeria is federal but alas! It is also the most corrupt country with endless wars. Do you now realise that real peace does not come with federalism nor with democracy? It is not the system of government that really matters. It is the hearts of people that matter. Southerners and Chewas have peaceful hearts that’s why tumbukas find real peace in these regions. Tumbukas shall however never have peace because of their heavy hearts which are good only at stealing, cheating in exams, suicide, nepotism, exclusion, property grabing, etc. I shall vote YES for the detachment of the north and a big NO to the stupid federalism. We shall prosper and be more peaceful without these stealing mbwenumbwenus.

    The African, i feel you missed the whole rationale behind federal government system as being advocated by Hon Shaba………..this concept is not targetin incumbent or future president. President will still be there like in America or Nigeria. I am DPP and feel that federal government might really promote equal distribution of development and the fact that these federal state will be motivated to bring quality development upon seeing what others a doing is good as a result whole Malawi will develop hence attracting those investors who were giving excuse of poor infrastructure………..Only that the whole federal issue is being mispresented. If PAC is dodging this,then its very unfortunate…..as they a the ones who can carry out civic education for pple to understand the whole concept!…………on the other angle i feel these governance institutions might be costly as we will have National assembly, federal state assembly, local government assembly…….hence need to device a hybrid one suitable for poor country like Malawi…..otherwise its not worthy it, only a sensible, non arrogant and non greedy is who is needed for equity to prevail

    Federalism is the way to go. And who said there are no people from other regions staying and building houses in the north. Research you will find out that there are more people (especially men) from other regions who have made the north their home and not willing to go back to their regions because they are not respected in their regions where chikamwini is practiced.

    You are missing the point, this should not be about tribe or where the sitting president is from or where the next one should come. The whole idea is to have a more effective and efficient distribution of resources. The needs of Likoma Island are different from those of BT and of Ntchisi, and can not be properly addressed from just one basket as it has been proved the record of the 50 years. It would be more beneficial if resources were devolved to smaller partially self-determining baskets or federates. All the regions would in the long run benefit and our country develop more. We would still have national elections and have one president. RSA, Ethiopia, Nigeria, USA are a few examples of this system of federal government system. Lets give it a serious thought Malawians.
