The problem is that a large proportion of the electorate believe these promises, accept free gifts greedily… and spend the next few years seeing nothing of what was pledged. Until voters learn to question parliamentary candidates and not just vote for their tribesman or the one with the best promises, gifts, nothing will change: the next government will be the same!
