Kasambara‘s new arrest warrant, new charges for Manondo

Former Justice Minister Ralph Kasambara, charged with attempt murder of former budget director Paul Mphwiyo, risks another arrest with reports of a warrant of arrest being obtained by prosecutors.

President Banda has said the shooting of the budget director was linked to his efforts to fight corruption.

Police investigators are reported to have visited one of the suspects Pika Manondo at Kasungu prison on Monday for questioning after businessman Oswarld Lutepo- answering money laundering and theft charges in relation to the cashgate scandal- alleged that Kasambara and Pika Manondo were the main archtecs of the cash-gate while Lutepo was a loyal messenger.

Police want to press new charges to Kasambara and Manondo bordering on money laundering.

National Police spokesperson Rhoda Manjolo could
not confirm nor deny the development.

Lutepo, currently on court bail, is one of the main suspects in now called Capital Hill cashgate where billions of kwacha in public funds were looted.

He is said to have pocketed K2.6 billion through ghost contracts and is being charged with theft contrary to Section 278 of the Penal Code an d money laundering contrary to Section 35 (1)(c) of the Money Laundering, Proceeds of Serious Crime and Terrorist Act.

Manondo confirmed to Nyasa Times from his prison cell that he was quizzed by Police but told them that Kasambara was not involved in the cashgate.

He however maintained that he has information on cashgate and the he would “spill the beans” in court.

The new warrant of arrest comes within a few days after President Banda speaking at the Nation Day of Prayers on Friday said of an attempt to drag her into the cash gate scandal, saying without referring or mentioning Kasambara: “Yes you dragged me into the matter but you will end up rotten in jail because you committed a crime.”

Kasambara, one of the country’s prominent lawyers and a senior counsel (SC), submitted to court that he would want in the witness dock President Banda, a State House official Cecilia Kumpukwe (a sister to President Banda), Minister of Information Brown Mpinganjira, ruling People’s Party spokesman Hophmally Makande and Prophet Elias of Machinjiri.

He has however reacted to Lutepo’s new disposition , saying Lutepo won a K650 million tender to supply various items to the institution and was paid about K300 million as advance payment but did not deliver.

The former Justice Minister dismissed Lutepo’s  claims that it is Kasambara who instructed him to loot K3.6 billion from government coffers.
