While ‘half man half biscuit” is right, GABLE project came in in 1993 not 1994-Americans told advantage of the situation and pressed for the policy change to now allow pregnant girls/teen mothers to go back to school. It’s the coming in of multiparty that facilitated the policy way before MULUZI was elected and after banda weakened by referendum of 1993.
