The issue of cyclic low flow of the Shire has been known for a long time; hence the need to diversify from hydro on the Shire with growing electricity demand. There are several ways to mitigate this, such as low-head pumps at the estuary, interconnection with the SAPP grid, Lower Fufu (South Rukuru), and thermal-based power generation. Hopefully, the much touted Kamwamba coal-fired power plant and solar PV will happen soon. Solar PV could be quickest to implement and least cost if done properly — competitively and transparently.
