Software cannot stop people without integrity hustling the taxpayers money.Its moral people and procedures who can stop graft in this nation.People, lets pray for our nation.The current leadership is a sample of us as a nation.If we change as a nation out of us can come good leaders.

Proprietary software systems are damn expensive, whereas equivalent open source softwares commonly used by academics and poor people are free and cost hell if one has to hire expert to customise

Even the most expensive applications from Oracle or Microsoft or GIS applications dont cost that much, major costs must come from licensing the application
