Of course it is historically navigable, the barrier to development of this project were fools like Joyce Banda, Mpinganjira and some malawians will ill will. Burges have often navigated the shire river. Open up this rout and see the economy responde, I would suspect 1 to 2 percentage point increase of GDP annually.
