Malawi Police arrests diplomat Doreen Kapanga over Ethiopia embassy fraud

Malawi Police in Lilongwe have arrested the suspended Deputy Ambassador to Ethiopia, Doreen Kapanga, in connection with K293 million theft at the Embassy.

Before her appointment to Ethiopia, Kapanga was a Deputy Inspector General of Police.

“Yes it is true Mrs Doreen Kapanga has been arrested in connection to Ethiopia Embassy fraud. More information will be released after investigations are completed,” deputy police spokesman Thomeck Nyaude told Nyasa Times.

A preliminary audit report into a suspected fraud indicates that over K184 million might have been stolen covering a period of 12 months.

Kapanga and Fletcher Chowe, who was first secretary for administration and finance, were suspended and recalled from mission after being implicated in the fraud.

The fraud was first detected when Chowe allegedly wrote a cheque of US$30,000 in his name and the cheque was signed by Kapanga.

Ministry of Foreign Affairs and International Cooperation has instituted reforms in Malawi’s missions abroad which includes reducing the number of diplomats in established positions from 234 to 152 and established an appraisal system to apply to local and Malawi staff.

Government has since recalled 82 diplomats from the country’s foreign missions and plans to reduce the number further by the end of June next year.

There are 19 Malawi foreign missions of which eight are in Africa, four in Europe, five in Asia in addition to the United Nations mission in New York, United States of America

The issue is not arrest these people and stop there. Please do the same with the rest of the embassies. Otherwise what I am seeing is that boma is playing with us. They want to make noise on this one case since it was already burst by Chaponda. Obviously some big belly fishes were beneficiaries and I suspect that why they shifted Chaponda from the Foreign Affairs Ministry. Now this matter is closed and gone no more arrests in US, Zimbabwe, SA….Malawi remains poor with no functional systems. What a shame.

This is very interesting. What about Chowe? We also want to know progress of the other cases where arrests have been made. Seeing very senior government employees indicted for fraud tells a lot about the level of integrity in the Malawi Civil Service. Where is progress on the following senior government officials, Joster Njanji, Kandoje,etc shame on society.

This case will vanish again because the judiciary is full of half-baked judges. I pity Malawians, Here in Nigeria, corruption is a way of living.

Will make further comment after the case is done away with but a top cop -cum -diplomat being implicated in shadowy deals speaks alot on how much as a country we have thrown all the morals to the dogs!! Action speaks louder than words, and no matter how much our leaders talk about intergrity, patriotism and hard work, a single hunky punky diplomat will bring all the talk to nought. Senzani is very lucky because she was only convicted for stealing MK 63,000,000 when in fact she stole more than MK1.5 billion. Ask General Chiziko about Senzani. You may also ask Ministry of Lands about her shady deals. She is lucky because civil servants don’t spill the beans on their workmates. Theft, fraud, corruption etc are natural phenomena. All government or indeed any organisation has to do to ameliorate the situation is to devise systems that will make it difficult to steal. Because Chakwera pressured you in Parliament then u arrest Doreen. This is very shameful and uncalled for. This govt is completely useless. She was supposed to bee arrested on her arrival at the airport.
