I will not be surprised if most of the conditions have to do with transparency in the conduct of government financial affairs, accountability, ownership of the budgetary allocations by the citizens and getting rid of government waste of public funds on luxurious perks by those in public office (including the many State Houses) at the expense of spending on health, education and other essentials.
