Malawi Energy Regulatory Authority (Mera) board has sent on  force leave CEO Ralph Kamoto and finance director following the investigations on to divert K2.964 billion from the Price Stabilisation Fund (PSF) to buy maize for Admarc.

AccordIng to Mera board vicechairperson Felisia Kilembe , Kamoto has been sent on forced leave together with director of finance Elias Hausi.

Welton Saiwa , who is director of electricity and renewable energy is now acting Mera CEO.

Kilembe clarified that Kamoto and Hausi have not been suspended but that they have been sent on leave “to pay the way for investigations.”

The Mera board on 24 February 2016 resolved to purchase 10 000 metric tonnes of maize at a cost of K2.964 billion to be sent to Admarc for sale in its markets, according to a letter dated 25 February 2016 from Mera to Secretary to Treasury and copied to Chief Secretary, Office of the President and Cabinet and Mera board chair Dingiswayo Jere.

But  Finance Minister Goodall Gondwe said the decision was illegal and disclosed that the matter was being investigated, claiming Treasury did not authorise the payment .

Under the Public Finance Management Act, government has no mandate to use money without the authorisation of Parliament except in very special cases.

The PSF is an account that accumulates funds from fuel sales meant to cushion any rises in fuel products that would raise inflation.

According to Kilembe, Mera has not yet refunded the money in the PSF as ordered by Treasury.

Kamoto and Hausi could not immediately comment.

    There was a board resolution and it the duty of the operative to see to that its carried out . They are trying every thing to get rid of Kamoto, they will but the country will pay a very heavy price in compensations . Even in this time of cashgates, I do not think the operatives acted on their own

    I thought the issue was that the self-anointed Dr Ben Hill and the Chief Theft Planner Lukas Kondowe wanted the Chinese company to be awarded the contract. So they put pressure on Kamoto who refused to bow down to these demands. Kondowe then warned he will put the deal on neutral. After the court rebuffed the ACB, then they are using the MERA Board to get rid of Kamoto. Kilembe is very professional and sober, I am wondering how she is being dragged into this mafioso plot. Malawi my motherland, Malawi my daughter, Malawi the firstborn of Makewana. Malawi my queen, you who bathed in Linthipe and danced at Khuluvi, whilst drinking unqombothi, why are you shaming yourself Malawi?

    The way government has forced Kamoto to go on forced leave, the same should apply to suspected 7 rotten ministers. Somehow, I feel government is showing double standards. Why should Kamoto be treated in this manner and leaving MEC managers untouched? Something is happening behind the scenes. Where are the civil society organisations? Are they following these developments and why is government using its policies selectively like this? Kamoto is more educated than Kondowe and has more experience than small Kondowe is and I can see Kondowe faltering within the next two years – he may not finish his contract at ACB. On the other hand, Kamoto as educated as he is and as experienced as he is, the best he can do is to start looking for international jobs, he can get one and live more comfortably. What is happening is actually revealing a rift within DPP system because Kamoto has support from VP while Kondowe has support from the President. Kamlepo Kalua said last Sunday on capital radio that: “wakufa sadziwika” meaning whatever may happen, nobody knows who will be the loser in the end.

    Before Malawians have feedback on the initial investigations Gondwe promised, Mera board vice chairperson Felisia Kilembe (5 months later), tells the very Malawians that Kamoto has been sent on forced leave together with director of finance Elias Hausi to pay the way for investigations!!

Sincerely, what did Gondwe and APM do when they got Kamoto’s February letter? Why did they start acting when the scandal was exposed? What action has befallen Mera board so far for the decision they gave Kamoto? Who is acting on Mera Board right now!!
