The Department of Human Resource Management and Development drafted a National Qualification Authority Bill sometime back but was not tabled before Parliament. The authority was suposed to spearhead the development and management of a national qualification framework for the country. Unfortunately the initiative did not receive the attention it deserved by authorities. The draft bill I am sure has since been forgotten and is collecting dust in the Department. You may wish to take it up from there.

To hell with party manifestos, we need now a national development strategy than idiotic political visions. Parties must start to tell us how they will meet such plans otherwise we will be going back and forth with misguided priorities and misallocated resources…
