Muluzi on Lilongwe whistle-stop tour, warns Mutharika

image Muluzi: Bingu failing to stamp out rampant corruption in his government

Malawi's former Head of State, Dr. Bakili Muluzi will from Tuesday embark on whistle-stop meetings in the capital, Lilongwe to whip-up interest of the electorate to go and register in the voter’s roll during the exercise which is currently underway.

Muluzi who returned from a UK private visit on Sunday will also visit people of squatter township of Mchesi where recently security forces killed a driver and brutally abused residents.

UDF director of research Humphrey Mvula said the tour in Lilongwe is a “campaign for voter registration.”

“Dr Muluzi will be encouraging citizens to register en masse in the voter’s roll to enable them vote during next year’s polls,” said Mvula.

Muluzi who is national chairman of opposition United Democratic Front (UDF) was chosen by the party as its presidential candidate for next May’s elections.

The constitution barred him from having a third term when he had two consecutive terms as Head of State but the Malawi constitution does not stop him to seek another office after taking a break.

He will represent UDF and a grouping of opposition electoral alliance.

On arrival from UK, Muluzi deemed as a main contender for President Mutharika sternly warned his predecessor, against using the graft bursting body, Anti Corruption Bureau (ACB) to intimidate opposition leaders in the country for political reasons.

Speaking during a well patronized rally at Area 50 in Lilongwe, UDF presidential candidate said that since Mutharika took over the reigns of power, he has been using the ACB to persecute political opponents in the name of fighting graft when he is totally failing to stamp out rampant corruption in his administration.

"It was during my time that we established the ACB as part of entrenching the democratic culture in the country. But we did not set it to be used as a weapon to intimidate political opponents. We wanted to fight corruption at all levels of society. But today, we are being persecuted in the name of corruption," bemoaned Muluzi.

The former President said since 2005, scores of opposition leaders in the country have been either arrested or harassed in one way or the other under the guise of fighting corruption.

Muluzi then told the rally that the opposition in the country would make sure that the graft bursting body should remain independent of government.

"We will make sure that ACB should be independent, because it has a democratic role to play. We will not allow Mutharika to use it to intimidate us in the opposition. Where there is really graft, let the body conduct investigations. Let Mutharika lead the country and the ACB performs its role,” said Muluzi who maintained that corruption must not be condoned.

"Mutharika has assumed the role of a prosecutor. The ACB gets instructions from him. He has completely paralyzed the body and it has lost its credibility in the eyes of the public. Yes, let us fight corruption, but let us also spare innocent people," appealed Muluzi.

For some time, the ACB has come under intense criticism for sparing those close to the head of state.  There have been instances, where senior DPP officials and cabinet ministers have been involved in cases of corruption, but Mutharika has either pardoned them, or the body is dragging their cases.

During Muluzi time, he sacked minister when they were implicated in corruption scams to allow the due process of the law take it course.

Muluzi fired from cabinet Fred Nseula, Abdul Pillane, Brown Mpinganjira, Cassim Chilumpha and Peter Chupa when their names were riddled in corruption scam.

They were all prosecuted in the courts.

The ACB is there to fight corruption and whoever conducted transactions in a corrupt way will see the ACB as the persecuters, but to those who did their job nicely, will always welcome the move the ACB is taking to arrest those deemed to have had a hand in corruption. Therefore, Muluzi should not be scared if he sees the ACB coming to him. If he is innocent, why to fear the ACB?

The former government introduced the ACB to fight corruption, but in during this (Muluzi'*)time, the ACB failed to do its duties as Muluzi had to interfere with the ACB'* duties towards his friends. The talk of Nseula, Chilumpha and others to have been sacked by Muluzi was a matter of cover up when the reality was within, as the ACB could not continue with cases against the mentioned people. It is today we see people being convicted and sentenced, such as the Mwawas and Mpasus. Therefore, Muluzi has no mandate to say the ACB is victimising the UDF, why only UDF? Is UDF the only party in opposition? If anything, * think Bingu would have been targetting MCP which has many MPs in parliament in order to suffocate it, but why UDF? Muluzi has to shut his mouth, the ACB will not sit and watch these cases ending without solutions, if anything ACB is there to investigate and arrest anyone be it from government or opposition.

Coming to the present government, please do not shield anyone who has conducted business in corrupt manner. * was told of Patricia Kaliati and * am waiting to hear about her investigations on Vwaza how they have ended. * learnt about Ntaba that he pocketed allowances for a trip not done, * do not know how this case ended. * also learnt about Matlida Katopola that she awarded contract to her firm to supply services to parliament without proper procedures, how this case has ended is not known, only to hear that there had been a tug of war between government and opposition on Katopola'* case. * have recently learnt about the presidential jet being sold dubiously, * do not know how this will end, so these are but some of cases the present government has to look into for the government to have people'* confidence that it is not only the opposition targetted, but that everyone practicing corruption will be brought to book.

For the whistle stop-tour Muluzi is to conduct is a welcome idea. He is preaching to the general public that they register in large numbers to have chance next year to choose the best leader for our beautiful Malawi. Bingu has done it already as his posters are everywhere in the city of Lilongwe and * hope not only in Lilongwe, but the whole country, so let Muluzi do likewise. * see honourable Tembo doing the same after parliament so that their supporters emulate their examples in registering in large numbers. Well done Muluzi on conducting whistle stop-tour around Lilongwe city, but do not be cheated with large numbers of people coming to see you, do not think that they like you no, they are coming with a hope to have the 50 kwacha notes you are used to give.

This is good for this chairman to go around. But our plea is that he starts telling us what he will do for the country if he wins other than fighting Mose all the time. We want policies and programmes. He should borrow a leaf from Mose who is always articulating his policies. Aleke Banda also does the same. Chilumpha also does the same. Its only him that seems to operate as a mystery. If he has ever talked of policies is when he moves around with matches and soap that he throws on people after he is finished. Tell us how he will reduce prices of commodities because he did it when he took government from HE Ngwazi Kamuzu Banda. Things were cheaper when we had Muluzi than during Kamuzu.....Hahahahahahahahaahah!!!
