Malawi Army General out of contract

Malawi Defence Force (MDF) has no Commander as General Marko Daiton Chidziko’s contract expired and Commander-in-chief President Bingu Mutharika is set to appoint a new military chief, government has confirmed.

 

General Chidziko contract expired on July 12 2008 the day he was appointed by President Mutharika when he fired General Joseph Chimbayo.

Minister of Defence, Aaron Sangala confirmed that General Chidziko contract has expired.

He however maintained what he told parliament that Chidziko a political operative of the ruling DPP would have his contract expire on August 30, 2008.

 

“His contract is valid up until August 30, 2008,” said Sangala.

 

Member of Parliament for Kasungu West Silas Gulule told parliament that according to the constitution there was no commander as Chiziko’s term of contract expired.

“His term of contract expired on July 12, 2008 and this is dangerous because the commander would easily be challenged in case of any anomaly,” Gulule told the National Assembly.  

Former Attorney General. Ralph Kasambara who was in government when President Mutharika appointed General Chidziko confirmed that the Army chief’s contract expired on July 12.

“According to Section 191 of the defense Act sub section 5, General Chidziko is acting illegally from 12 July 2008,” said Kasambara.

“His contract expired on 12 July 2008 as he was appointed on 12 July 2004 four years ago,” he said.

The lawyer said the appointment of the new Army chief from July 12 2008 has not been any gazzetted meaning that there is no head of the Army.  

Military and State House sources disclosed that General Chiziko saw the situation coming and launched an elimination process of would-be Army generals in the rank and file of the military by implicating them in trumped up treason cases.

“He implicated all closer to his rank in trumped up cases. Others were rescued by relations in the executive like Everlisto Kadzeya was rescued by his sister-in-law Anna Kachikho (Minister of women)  and  Lieutenant General Ntonya was saved by Henry Mussa. The rest had no backing in the elimination game,” said the State House source.

The source indicated that President Mutharika has realized the he was misled by Chidziko and would soon appoint a new General.

Chidziko implicated in fantasy coup case Juvelius Mtende head of Army Airwing base in Zomba who is well learned and had his training in France.  Brigadier Cosgrove Mituka who has accounting qualifications and Master Degree and also Brigadier Marcel Chirwa a populist within the barracks because of his good public relations and commonly known as “MC”. 

These senior ranking officers who were recently unceremoniously fired from military service have been popular in the barracks by soldiers for advocating for a good welfare of soldiers.

Army sources said they were instrumental in advocating for the increase of soldiers allowances from K3, 000 to K5, 000 per month.

General Chidziko has been in the MDF for a long time after joining the service as a cook.

Everything has got its time. It is time for our Chiziko to rest at home in Ntchisi and be playing with grandchildren who are waiting for him. Let others lead the army which has been disciplined ever since introduced in Malawi. * believe our president who is the commander-in-chief to choose the best out of those left. He can as well choose from those implicated in a cooked coup, because * see some officer of great importance.

So it was not Mtumodzi and Brian Malopa as Nyasa Times made us believe. For me General Kadzeya is the most qualified officer in the Army. He should been made commander after Gen Simwaka left because he was the most senior brigadier in the Army at that time but because he comes from Dedza Bakili went for his home boy Chimbayo.

People get promotions based on merit not because of where they come from.

* think on the issues of the Army, * still maintain my stand not to comment on the issue. My fear is * have travelled a lot and * have seen people suffering from wars. Think of Northern Uganda(Lords Resistant Army) and Sudan(Darful). Innocent people have been displaced and killed. AMalawi, let'* maintain our peace. Let the politicians not cheat you. they will ask you to fight but them will run away. my granny and your relations will not run away and they will be massacred. It'* better they live in poverty but alive than die of conflicts which they will never benefit!!!!

Chiziko was a student of Box 48 Dedza and sat for Cambridge *. C. in 1968 and passed. he is a learned man. *

A Sangala, Chiziko has a contarct which expires on the date mentioned yes. That is performace related contarct for him as a paublic servant serving in the Defence Force. Which is totaly different from what Kasambala refers to under section 191 sub section 5 of the Defence Force Act that reads as follows:
"The Office of the commander, shall unless the holder is sooner removed, becomes vacant after the holder has served for a period of four years, but the person holding that office may be appointed for a further period not exceeding two years as the President may consider appropriate"

So this is different from what a Nduna mukuganiza. His contact is valid until 30th August,2008 this week Friday, but his appointment as the Army Chief expired on 12th July. This means that by firing people left, right and centre using Madula and Kachimela the Army Chief duties Chiziko is performing in that capacity are all illegal. Muafunse a Phoya.

Abale anthu akukuuzani show us the gazzette where the President has renewed Chiziko'* tenure as the Army Chief according to that section 191 sub section 5.

Under Chiziko ***** wachuluka in the ARMY he believs in 'Biological Warfare' with Frs. Machumbuza, Meke Banda and Kamphenga all three come from Ntchisi. This Ntchisi Boma is known for the Biological Warfare as stated seconded by Mulanje/ Thyolo so you can see the connection with DPP.

This General was indeed a cook and a houseboy for WO1 Velentino Paul father to the General Chiziko'* right hand man Colonel Paul Phiri in Zomba in 1971 before he was recommended for a permanat job in the army the following year. After joining he was assigned to be at a cookhouse for soldiers because of the CV he showed the authories then. If he was learned as Mabvuto akula puts it he could not have been a cook for this WO1 who evetuially was sucked for stealing razor blades at Zomba Ordinance Depot.

You may need to check your facts. Gen Chiziko was never a cook. He joined as an Officer Cadet and trained at Sandhurst Military Academy in UK.He was the most accomplished and fierce officer Malawi ever had then.* know because he trained me of course he is a changed man now.Most of your facts are very wrong like MC is a different Chirwa.

Under Chiziko ***** ku army wachuluka because he tolerate this. Masenga achuluka, kulodzana kwachuluka inde ameneyu ndiyedifitidi ndi ansembe awiriwa. Thanks our MP Honorable Gulule for taking note of the Generals' contract. But why don'* you take note of the delapidated state of your CDSS that is only 100metre from your mansion? What will Tembo give you after all. Ameneyotu anamutemberera a Ngwazi. Adzafera ku opposition basi. Believe me. Lets see 2009 Elections.
