ACB halts Dowa subsidy programme for ghost villages

The Anti-Corruption Bureau (ACB) has halted the distribution of the subsidized fertilizer coupon in Dowa district following discoveries that the District Commissioner allegedly created ghost villages to corruptly benefit from this year’s subsidy program.

Traditional Authorities (TAs) from the district stormed the office of the District Commissioner Felix Mkandawire (DC) seeking an explanation as to why fake villages were being registered.  

With the intervention of the Programme Manager (PM) for Salima Agricultural Development Division (ADD) Mr. Kausi, the move was unearthed and all village registers were cleaned where some 500 plus fake villages were flushed out. 

Apparently, the DC allegedly created ghost villages in a scheme which Information Minister Patricia Kaliati has been names to have been architect to get the subsidized fertilizer farm input coupons. 

One Traditional Authority collaborated that during the last growing season, the same agricultural officer was in-charge of a similar sinister programme working with Kaliati.  

The chiefs said though police caught the Phalombe man Police at Mponela while selling coupons he was released on orders from Kaliati and former DC, Hamis Twabi. 

In a related development, ACB on Friday arrested two Ministry of Agriculture officers in Kabudula, Lilongwe Extension Planning Area (EPA) also for creating a ghost village. 

According to ACB statement, the two suspects George Jamu (an enumerator) and Kondwani Ngoga (an agriculture extension development officer at Demela EPA appeared before the Lilongwe Magistrate’s Court and were granted bail.

“They were ordered by the court to pay K5, 000 cash each, report every fortnight on Friday at the Anti-Corruption Bureau offices and produce two sureties of K30,000 each not cash.

“The two will be taken to court after the investigations are concluded and consent from the Director of Public Prosecutions is granted,” said the statement. 

Secretary for Agriculture and Food Security, Andrew Daudi, said that he had so far received 130,000 metric tonnes of fertilisers from an initial order of 170,000 metric tones, representing a deficit of 40,000 metric tonnes of the subsidised fertilisers for poor smallholder farmers. 

He said the subsidised fertilisers will be distributed to the poor and the underprivileged farmers in the country through the use of a coupon system distributed by local village chiefs. 

"The exercise of coupon distribution has already started in all the districts of the country after identifying those people who are eligible to receive the subsidised fertilisers from government and it is going on well," he said. 

He said the government’s aim was to improve smallholder productivity, food and cash crop production and reduce vulnerability to food insecurity and hunger among the society. 

Malawi has achieved maize bumper yields for three years in a row after subsidising fertilisers and other farm inputs.—(Additional reporting APA)

Kaliati and corruption goes hand in hand.What'* wrong with this honorable woman.She is the one that orders ACB to prob others but she is also the one on top of corruption.Can somebody explain to me,please?

Stealing is a crime but being caught stealing is considered an immoral and criminal offence universally. This government ought to see to it that our money which we gain through tobacco since we dont have minerals is being used well! Awawa tangowamangani but remember a criminal is only a criminal if and only if he is proved so by the law!! Dont forget that we have our brothers and sisters in prison who are not supposed to be there and we have our brothers and sisters in the free communities who are supposed to be in prison. watch out whom you imprison!!!

We wondered why did she not appear before court last year when rumours said she was involved in that scene!Now this year will she survive,If Bingu was driven crazy sexually by her,automaticaly she will survive.* mean Patricia Kaliati!!!!!!!!!!!!!!

Bingu'* government is not for zero tolerance on corruption, but it is very good in promoting corruption. No wonder, you find Katopola found doing things corruptively, but is pardoned. This is not the first time Patricia has been involved in corruption scandals. Loveness Gondwe mentioned this lady in another corruption scandal involving Vwaza marsh, but nothing is being done, here she is boasting moving freely. If it were Chafukira or Gerald Mponda, certainly they would have rotten in prison. * am sorry that this has happened in my home district Dowa. Why choosing Dowa of all districts in her southern region? Does she want my district to be involved in ****** things as such? Or she wanted to give her friend Dr. Kalirani as a campaign tool? Shame on those who championed such silly things. ACB, please arrest all those who have made Dowa people suffer on subsidy coupons. As for Kaliati, please just keep the records, we will see her in future when time will come. Mlandu suwola, today is her day, but tomorrow, it will other peoples day.

This shameless woman by the name of Patricia Kaliati is doing alot of evils that are yet to be unearthed.

Last year she gave women from her Constituency Coupons which were dinied by Admarc Market. When the women reported back to her, she ordered Charles Matabwa to fire of Admarc Officer kumunamizila kuti was recieving bribes.

The women were given Fertilizer against fake Coupons which were leter denied by DFID Logistics Department.

This woman is evil and lets just seat and back relax, you wil here more evil than good about her especially now that her days are numbered.

As soon as the win of Hazel in BB3 is announced, it will be a public holiday to allow all people celebrate. the minister will be there to crown her the Ngwazi title for putting Malawi on the map

Personally do concur with you Muhlako wa Tumbuka. As soon as Hazel is declared winner of BBA3, can the Ministry of Information thru aKweni ask the state president on behalf of all Malawians to declare the day a national holiday. We need to celebrate esp now that Hazel has brought the money home!
We as Muhlako wa ma Couloured wish Hazel a nice in as she wounds up the game!!

Matt Njinga, this lady cannot be hauled before a court of law for the simple reason she is well protected by the powers that be: she is INVINCIBLE.
But you wait next year if it happens DPP losses, she will have to face the music.
