Bingu’s cabinet: 2014 succession master plan
Commentators have described the new cabinet appointed by President Bingu wa Mutharika as a political master plan aimed at consolidating his grip to power and preparing his brother Peter Arthur Mutharika for succession in 2014 if he fails to secure a third term of office.
In keeping with the true Bingu, full of intrigue and surprise the President on Wednesday unveiled the cabinet that has witnessed crushing out of senior colleagues in the NGC.
Henry Mussa the treasure general of the party, Henry Phoya the legal affairs director of the party who only last week was boasting as the longest serving minister of constitutional affairs, Davis Katsonga campaign director and heir apparent, Dr. Ken Lipenga the professional communications man; the maverick Symon Vuwa Kaunda, desertees of MCP Ted Kalebe and Bintoni Kutsaira, upstart homeboys Charles Mchacha and Roy Commsy; the Nyasa political gurus Henry Mumba, Mwerekete Kalua and Frank Mwenefumbo; and not forgetting the Kabula hill giant Rashid Gaffar.
These casualties were last week during an international football match upbeat about their automatic inclusion into the cabinet based on their contribution to the party in the name of financial, material and moral.
“We’re Bingu’s blue eyed boys, nothing can happen without us and there is no way we can be left out in the next cabinet,” charged one lawyer casualty from a rural constituency in Blantyre.
Phoya was on TVM boasting to have been the most efficient minister to have served longest in the same capacity.
Vuwa-Kaunda was also boasting at the High Court on Tuesday that he is rushing to Lilongwe to collect his ministerial limousine because he had been tipped that he is included in the new cabinet.
The cabinet appointment has seen Malawi’s star performer finance minister Goodall Gondwe demoted to the local government ministry sacrificed for late dictator Kamuzu Banda’s nephew Ken Kandodo.
The unexpected departure from the finance ministry of Gondwe has sent the country into panic mode because the successor is a novice in a trade that requires long experience and international connections which Gondwe had as former World Bank employee.
Kandodo on the other hand is a qualified young man but without international finance experience. Most people in Blantyre remember him as comrade to the underworld as evidenced by the loss of classy Mercedes company car to a money shark Rodgers Mwitha.
Probably he is now grown out of it, like all life experiences he may use the past to guide him into the future.
The movement of Dr George Chaponda to the education ministry is another surprise because Chaponda has spent a large cut of his life in refugee camps as an employee of UNHCR.
Conspicuously missing are the several individuals who registered new love for the DPP strategically timed to be considered into the new cabinet.
They include, former vice president Cassim Chilumpha, Uladi Mussa, Yusuf Matumula, Dr. Cornelius Mwalwanda, fired MCP publicist Ishmael Chafukira, former MBC employer Jolly Kalero, Dr. Paul Shaba, Dr. Allan Chiyembekeza, Rev. Ngwira, UDF’s Henry Shaba, Nicholas Dausi among several others.
Also left out are PhD holders Donton Mkandawire, David Mphande, Maggie Kalirani and Bofomo Nyirenda.
The President has not given any ministerial position to the vice president Joyce Banda despite the Head of State grabbing the portfolio of minister of agriculture.
The cabinet has also shut out hopes completely of former desertees of UDF from regrouping in readiness for 2014.

But Bingu has already started frustrating her by not giving her any meaningful ministerial position where she can prove her self.Remember, the vice presidency in Malawi is just a ceremonial post.Fearing the popularity of Goodhall Gondwe as the real economic engineer, Bingu has thrown him to siberia called local government. Other powerful and performing ministers have been left out completely. Then Bingu picks young brother Peter as Justice minister in a bid to groom him 4 presidency. He picks kandodo , who could possibly be the running mate as finance minister. Then fills the rest with yes bwana chaps. some are very qualified, but in order for them to fail, Bingu has given them ministerial positions.where they are alliens. By appointing Peter Mutharika Minister of Justice does not mean he will be the successor of Bingu in 2014. Why did Phoya who has been the minister of Justice for so long not become vice president to Bingu? All you have written is baseless. President Bingu has already said he will not go for third term. Should Bingu in 2014 try to impose his brother on Malawians, he will see red, do not take Malawians for granted.

The President has just exercised his right of hiring people of his choice to ministerial positions.I agree to what one of the casualties Dr Ken Lipenga as quoted from the daolt times today that `ther is no minister for life`.By appointing his Brother Peter does not necessarily mean that he is grooming him for next president.This man (Peter) has been chosen on merit not otherwise.Point of correction Charity.

I totally agree with u,Bingu will test the first Local govt elections next yr, he cant assume to get the same votes as he has done on general elections; amassing much votes on these local elections meand his devpt agenda will work well. hence one of high performers in the previous govt has to take charge of this ministry. Cabinet is not there for five yrs, he has a prerogative of hiring and firing. There are always these type of reaction anywhere in the world coz whom we thought would be included is not there, i presume some will comeback during the second phase ie 2yrs. I cant agree with this writer because he seems to be reporting matters from a foreign country. One would not expect Bingu to bring all the old guards into government. No one has a ministerial post for life and mind you these are appointed positions and anything can happen to such positions without the holders going to court for mercy. Lets not cross the bridge before we have started the journey. Allow the new cabinet do their job and then start pointing fingers. It should have been much better if people had reservations on the calibre and qualifications of those appointed and whether these appointments have elements of regionalism. Malawians needs to work up and avoid making unfounded statements which are meant to destroy the nation than building it. It would not a walk over for Peter Muthalika to take over leadership from his brother. He is a minister to day and may be tomorrow he will be chosen to lead a quasi organisation, who knows. It could be demotion to some ministers in the cabinet but no one knows what Bingu has for them. You have already seen that Bingu is man full of surprises so lets wait until we are there.
Finally in 2014, there will be NO IMPOSITION of leaders to take over from Bingu. DPP is a big party and it will have to take the transitional period with a great deal of caution otherwise the party with be closing its chapter politically in the statues of Malawi. I should in a nutshell congulatulate Bingu and the new cabinet as they lead us in various fields. A word to the new cabinet is that you stay in that field is guaranteed by your performance and not where you come from. You are there to serve the nation and not a your area, region, tribe, race or what have you. Do well to prove your critics wrong. I know and believe that you can do even better than the rest of the ministers we had in the last years.
Thank you Bingu for surprising us. Even the Nyasatimes crew no word for you. They gave us a bitter pill to swallow when we were to be given a sweeter one.

Charity, you are an archaic commentator. What should cross you mind is that by appointing Peter does not mean that he can automatically become a next DPP president. People will stifly compete for this post and there is no where way in a democratic dispensation one can just automaticaally become a president.
Others have been dropped simply because they are now innovatically tappering out as their innovative ideas as going down due to overstaying on the saame post. Others haave been dropped because were not performing to Bingu’s expections in tenure while others have also been left out to pave way for new blood, which is health as far as democracy is concerned.
Of course, others have been out in the cold because were not loyal to last Bingu’s administration.
Let’s just wait and see how the new cabinet will perform.

Goodall Gondwe perfomed wonderfully in the Min of Finance by stirring our economy to greater heights,now the President has seen it fit to appoint this star perfomer to the Rural Development Min so as to Spread development to rural areas.Remember when you move an assert from one Min to another it remains an assert and that is what Gondwe is.Believe you me he will perfom amazingly.

I have problem with finance.This Kandodo has been involved in being a victim of KATAPILA. At some time a brand new Merc Benz belonging to Blantyre Print was snatched from him by money lenders.Infact that is among one reason he was not in terms with Puludzu JZU- by then Blantyre Print Executive Chairman.
Let’s hope & pray that the treasury purse is not snatched by the katapila people( cruel money lenders.)Tizingopemphera since Goodal Gondwe did all the donkey work. He consulted widely with the various stakeholders for this 2009/10 Budget when others were busy campaigning

We gave Bingu the mandate to appoint the cabinet. He has done it. If the cabinet fails, we shall judge him a failure. Otherwise too early to judge the cabinet. Even when Goodal was first appointed, pple expressed doubt of his experience as a minister in Malawi

This cabinet is quite revealing. Normally dictators fear strong people and have tendency of suppression people who can challenge them. No wonder Bingu has demoted Goodall to Local Government. If the plan is to make DPP a muntharika party not Malawian- that is the end of it, this my prediction. Next elections it will be a different trend, DPP will be pushed out like MCP! Even thou they say cabinet positions are the same, in reality they are not.Other cabinet portifolios have more responsiblity and prestige than others.On top of the list is Finance,Foreign Affairs etc and the bottom you have things like local government, sports and Gender (not necessarliy in that order) the fact is every country has got its priority list on cabinet posts and normally finance is almost always at the top
