sorry sindikwanitsa kuwelenga article because the guy in the photo is making me laugh so much. he’s at his desk marking papers in a cap and gown. is that what he normaly wears to work? if his name is joseph patel, does that make him moslem or christian?

Yeah, the Ministry will investigate the matter. They are lying, they know it, no service in government is free, you pay the prescribed fees and the officers take. Otherwise printers perpetually have no toner nor paper.
