Student swindles Mzuzu university K6m in cashgate style

Malawi Police in Mzuzu Monday arrested a final year Mzuzu University (Mzuni) student for allegedly defrauding the institution of K6.3 million after he created 12 ghost students and successfully applied for their upkeep allowances.

Confirming the arrest Wednesday, Mzuzu Police publicist Martin Bwanali identified the fourth year student as Dumisani Kagunga Kaunga (27) studying Bachelor of Science in Biomedical Science.

He said police investigations, which even involved a forensic document examiner, started in August 2014 after the university’s registrar Vyson Jedegwa reported the matter to the police.

Bwanali said the suspect forged student registration numbers, opened bank accounts and managed to process application forms for the ghost students’ upkeep allowances.

“He successfully beat the university system which started depositing K40, 000 upkeep allowances periodically into the bank accounts which he later withdrew. According to the report we received from the university, the money accumulated to K6.3 million,” Bwanali said.

He added that the bank accounts were opened at different banks and branches, namely Standard, Malawi Savings and NBS in Mzimba, Karonga and Mzuzu.

“Perhaps this is why it was even difficult for the banks to detect the trick though the personal Identity cards (IDs) he presented to the banks had similar (his) photographs but different student registration numbers.

“After sometime, Mzuni authorities became suspicious and realized that the 12 students were nonexistent at the university and reported the matter to police,” Bwanali said.

The ghost students’ names included Lumbani Chirwa registration number BICT/2B/04/13, Mc Ferson Msowoya, BSBS/2A/10/11, Moses Mtika, BSBS/2A/11/11 and Peter Phiri, BSBS/2A/17/11.

Bwanali said after initial investigations with university authorities, police later involved a forensic document examiner at Malawi Police Headquarters in Lilongwe.

“We sent the suspects’ original upkeep allowance application form plus a few forms for other innocent students and the forms for the 12 ghost students to Area 30 [the headquarters].

“The forensic examination report concluded that there was high probability that the [ghost students’] documents were authored by Dumisani Kaunga,” Bwanali said.

He explained that there was striking handwriting similarity between the suspect’s application form and the forms of the ghost students indicating that they were all filled by Kaunga.

“When we interrogated him on Monday, he confessed forging the documents but protested that the money deposited into the accounts accumulated to K6.3 million, thereby suggesting that somebody at the university had bloated the amount,” Bwanali said.

Efforts to speak with Jedegwa, who is Mzuni’s official spokesperson, on how Kaunga managed to beat the university students’ registration system and why it took long for authorities to discover the fraud proved futile.

His secretary said he was out of office “actually on the same matter” and she could not provide his mobile phone number to this reporter.

Kaunga comes from Mwabuwira Village in the area of Traditional Authority Chikulamayembe in Rumphi District.

He will appear in court soon to answer charges of theft and altering false documents contrary to section 360 of the Penal Code, according to Bwanali.

Komanso izi zikungowonetsa Kodi mtumbuka ndimunthu wanzeru, amagwidwa mwanzeru mosonyeza kuti anapita kusukulu osati zomapisa anthu mmatumba or kuthyola nyumba. I suggest all staff at MZUNI including the illiterate Jedegwa be fired! They are incompetent idiots who don’t even know registration numbers of their students! Stupid educated fools!

Folks, this is not about tribes! this guy messed up! we do not need such characters in our society, our country! its not about who did it? when are we going to learn to criticize objectively and put matters of the national interest in front of us!? can a Tumbuka, Chewa, Yao allow these things to be happening? Not at all! So lets fight corruption/fraud/etc as enemies of the nation and not start pointing at individual tribes! Lets not generalize issues.
