I have said this and I will say it again; people will not steal because the financial management system is porous or weak but because anthuwo ndi mbava by nature. In a country where its citizens or its leaders have morals and semblance of ethics, will more than likely not steal from their own people no matter how tempting it may be; there moral compass will not allow them to. Amangwetu, who else can send public money to external companies apart from the ruling government gurus?? Secondly, every sane person knows that whatever APM has said, things like challenging ACB to fast track and complete investigations are not only mere empty rhetoric but also politics at its best. I mean why the president take two years to give such a directive/instruction? Consulting for two years or mumayamba mwaononga kaye maumbooni onse?
