I have said this and I will say it again; people will not steal because the financial management system is porous or weak but because anthuwo ndi mbava by nature. Secondly, every sane person knows that whatever APM has said, things like challenging ACB to fast track and complete investigations are not only mere empty rhetoric but also politics at its best.
