This issue of donor dependence should really stop. We always threatened by withdrawal of donor support for every little thing that happens in the country which needs local solutions. How are these two issues even connected unless those in the employment of the donors are the suckers.

No need for a commission of inquiry apa. The fact is that there are no blood suckers. These stupid rumours have been there since time in memerial. The rumours increase with poverty levels and mostly those who claim to be sucked blood are poor people and the blood suckers are the well to do in society. Its typical of poverty here.
