Osati lack of money iyayi. The whole moral compass is wrong. Why can`t you start from the basics? Teach kids from kindergarten, primary schools, secondary schools and even those in tertiary institutions to be responsible in how they dispose of litter. Criminalize littering with appropriate penalties. Mudyere pali ponse a mayor?
