Leadership is not transformational simply because someone says so. SKC has served government for 4 years and what has transformed? New system at Road Traffic was already tendered by time DPP went into government. ID system project has been on table from Muluzi days. It’s only when donors raised its priority as part of fighting terrorism that funds were available for implementation. The government reform agenda has stalled. What is being heralded such as decentralized payment of teachers salaries is cosmetic. SKC can’t even say whether or not he really intends to challenge his boss.
