Really? Muhango and Chipungu not civil servants? Is Safe Motherhood not part of OPC? Is OPC employees not Civil Servants? Is Judiciary not one of the arm of Government? Are Government Employees not part of Civil Servants? One does not need rocket science to see that Dausi is lying here!!!!!

Resigning first is a government regulation but the constitution of the Republic requires them to discharge their duties as civil servants with impartiality. Discharging their duties with impartiality is not the same as resigning. When the constitution comes into conflict with a regulation, obviously the constitution must prevail hence there is no need for the two gentlemen to resign. In some countries the AG is equivalent to minister of justice.

AG is by definition not a civil servant.
