The problem is what does working with line ministries mean. Even CSO are also cash stripped and can not afford paying allowances to line ministry employees who in most cases are lazy and only attend or participate for the sake of allowances. Illovo is growing maize for government financed by a non government organisation. This organisation came for verification. Forty government employees accompanied these people and after the tour we witnessed the organisation official paying out allowances. The question is why forty officials. These Mulanje guys are lying.
