To be honest,I for 1 can not blame the minister only but the officials in the ministry. Not only in Ministry of Education but the whole civil service is lotten.I think civil service needs a serious reform. Some civi servant oppress fellow civil servant affecting service delivery.. I just sympathise with ministry of education being given haif baked information if not wrong information or if not false information provoking anger whixh result to poor delivery of service. The problem with our ministers in Malawi they only visit schools, hospitals etc wher there is a function. In that way, officials may mislead rhe minister
