Embarrassing as LiLongwe City MPs Development Fund rot for 3 year
Embarrassing, shameful and outrageous could be the best words residents of Lilongwe City could describe the action by their Members of Parliament in the City for having taxpayers money remain unused for three budgets.
Nyasa Times learnt with shock this week that since 2014 members of Parliament in Lilongwe City have not only submitted plans for their constituencies to be funded by the Constituency Development Fund (CDF), but also remain ignorant of how to use that money.
Residents in the Malawi’s Capital have seen roads in townships turning into deep ditches while their taxes collected as CDF remained unused because the MPs didn’t want to touch the money.
” I am appalled and disgusted by the act of our MP. We have no kind words for him. We wondered why he never did anything while he had access to our money put in the budget in the name of CDF,” said Chinamansa Mvula a resident in Area 49 Dubai.
The issue of the funds blew up this week after news went round that MPs were requesting for more money in the CDF while government Treasury officials indicated in confidence that most MPs hardly touched their provided funds since 2014.
The MPs are located K18million each government financial year, this means Lilongwe City MPs have not used the funds in question for each year, three years in running.
“We demand that the MPs explain to us why they remain inactive when residents made their own efforts to fix roads, bridges and pool money for building Police posts,” wondered Tenson Bwaila a resident of Area 25.
MP who have been caught pants down on this is vocal David Bisnowatty whose area remains in sorry state as far as road network, social amenities and security is concerned.
Bisnowatty has not used his allocated funds by Parliament since 2014 rendering his constituents destitute.
The star performer in Lilongwe City as MP is Rhino Chiphiko who always submitted his Area’s projects to CDF secretariat at Lilongwe City Council who have ably funded the projects.
Contrary, Bisnowatty has never submitted any project proposal to the council to access the CDF since he became an MP.

I see stupidity in all comments made because it is all MPs who failed to use CDF due to their ignorance of procedures. Bisnowaty should not be demonized simply because he is white. There a lot of MPs who have failed their constituents both from government and opposition side because of same knowledge defficiency.

Bysnowaty has spent so much more than the allocated amount from his pocket on development of the constituency, by the way whose responsibility is that to collect that money MP or Councillors?? We told you. This guy is a Jew and not Malawian. He can not represent our interests. He only wanted deals with the corrupt DPP government. He does not care about the constituency. Net time vote for someone who understands the needs of the area.
If this story in true, then great shame should go to residents in Area 25 & Area 49. They voted for this Mzungu on the concept of ” Tikufuna Mzungu, akutigulira ma Coffin, akutipatsa ma Cell Phones, akulambula kumanda……..etc”.
