Winstin Msowoya, thank you very much for your concern which indeed is a legitimate one – you are atrue Malawian. However, let me remind you that since the cashgate scandle came into public domain in 2013, the donor community stopped giving money direct to the Government of Malawi. In the case of Improving Secondary Education project (ISEM), there is a German consulting firm called Particip which is implementing the project and they are the ones who are handling cash while the Ministry takes the back seat. While we appreciate the EU’s generosity to improve secondary schools education,some of us suspect foul-play as far as transparency is concerned in a corrupt-ridden nation.To expect good job on the programme,the finances must be kept or handled by recognised government instituions otherwise,the funds will endup in private sacks and boxes.Malawi has become largely the most corrupt nation in the world.So,I plead with the EU to handle this matter with extreme care and heedfulness.We are in 54th year of independence,and yet the country is the poorest on earth due to corrupt and inept leadership bent on tribalism and as far as… Read more »
