Cash gate using embassies is a well known thing in government. The trail starts at the ministry of foreign affairs who issue the instruction to remit funds to the reserve bank. The Reserve Bank acts on the instruction as the account from which the kwacha is deducted is always a fat one…the Treasury does not require returns and reconciliation to fund this account. So the Rbm remitts the funds to the earmarked or used embassy. Then a network of officials with the full knowledge of the ambassador remit back the funds back to Malawi.
