Mr President, show some commitments. For example make a presidential decree that all capital hill staff, should have one pay cheque. This cheque should be the last deposited after all salary cheques. Trust me, no one will be paid late.

WE HAVE SO MANY POSITIONS THAT WE CAN EASILY DO AWAY WITH IN THE CIVIL SERVICE. AM AN HR OFFICER IN THE MINISTRY AND I KNOW WHAT AM SAYING. REFORMS SHOULD HAVE STARTED WITH MERGING LIKE FUNCTIONS AND STREAMLINING THE STRUCTURES AND REASIGNING PERSONNEL. I EXPECTED PPLE CHAMPIONNG THESE REFORMS TO BEGIN TO DO THAT BY NOW. THIS WILL HELP REDUCE WAGE BILL.

EEEISH!

So the govt only employs 1% or less of its citizens. How do we progress like this? And worse still it is strugling to maintain the less than 1% what a shame.
