Do the MPs report to the Finance Minister or Auditor General how the Constituency Development Funds are utilized? If not, this is Constituency Fund Gate!!! We need to have ways and means of accounting for that money. Furthermore, the District/Town/City Assemblies need to take part in planning how the money would be utilized!!!

Goodall,you are just confusing us. How can you produce a budget if there are no resources for some of the expenditure. You mean you don’t have all of the 930bn in place to meet the budgeted items? How can you say some of the expenditures in the budget will be met when resources become available? That means not all of the 930bn is available. You are therefore giving us a false budget because we don’t have 930bn now to meet all budgeted commitments that you have told us.
