THE headline is misleading. It seems the writer does not know how the National Budget is prepared. Principal Secretaries of various Ministries submit their individual requests to the Ministry of Finance. These are compiled by Ministry of Finance into a national budget. The Minister of Finance cannot be concerned with every single item that needs to be procured. He is concerned with the big picture and big ticket items.
