‘lamentable that our collection of tax and non-tax revenues has also declined’?? and where is the solution to this? Just take land rent as an example. What proportion of the total land rent in Lilongwe is actually collected? I see plenty of civil servants sitting behind the daily paper or playing with their phones in the Ministry of Lands, but how much rent, as a percentage of the total available, is actually collected?

Re the Ministry of Lands: every year in June when I go there to pay my land rent I find hardly anyone else paying theirs. So, in partial answer to your question, I suspect that almost nobody pays land rent anymore.

Is the following the sugar?

“The budget statement announced the removal of customs duty on power voltage regulations which was at 5%.” — What is a power voltage regulation? I must rush out and buy one, whatever they are, now that they are a bit cheaper.

“Government has also announced the removal of 10% import duty on surgical gloves.” — We villagers will flock now to the pharmacies to buy our surgical gloves. No more worn and calloused hands from toiling in our gardens.
