She is lucky. This project started with masaf during Muluzu when HIV had hit so much. What happened most money went to build houses for staff working for masaf. I know young family educated who are living in area 47 who built two big houses with masaf money. Malawians and corruption is the education of high people. Un educated person steal a goat and jailed for many years, but corrupted minister get away. Its not important to steal donated money and tax payers money in Malawi. Everything is legal in Malawi. Shame.
