Are Area Development Committees (ADCs) required to submit for approval rigorously developed Logical-Framework Analyses (LFAs) for each project, prior to implementation?

The councillors and the MP’s are not willing to sign the CMSE forms they are dodgy. In their evil designs the monies are meant for campaign as we are within election homestretch. At least given proper orientation the development activities will emanate from the breast of the communities and the monitoring committees mustn’t be initiated by criminals especially the MP and councillors the committees tend to be lined up with their party stalwarts whose focus is on the funds in order to oil the campaign machinery.
