Kamlepo queries ministerial absenteeism in Malawi Parliament

Opposition lawmaker Kamlepo Kalua of Peoples Party representing Rumphi East has queried why there is a chronic absenteeism of some ministers in the legislative body.

Some ministers were reportedly part of the presidential entrouge in Egypt.

Kalua, rising on a point of order, queried why there were few ministers in the front bench during budget deliberations.

“I am very, very worried and what is out of order here is that the government brought the budget into this House. When they brought this budget, it is for the people of Malawi; but, looking at the seriousness of the government, it is not there.

“Only few ministers are here, excluding the deputies because those are not ministers but I am talking about ministers. This is a very serious matter,” said Kalua.

But the First Deputy Speaker, Esther Mcheka Chilenje, ruled him out: “Point of order not sustained. Thank you.”

Kalua insisted: “But it is a fact, Madam First Deputy Speaker.”

The First Deputy Speaker insisted the front benches were well represented.

“I can see the government side is well represented. We have a good number of ministers.”

Deputy Minister of Education, Science and Technology, Vincent Ghambi reacted, saying “it is completely out of order for the Honourable Member to say deputy ministers are not Cabinet Ministers. I attend cabinet meetings as well.”

Kamlepo is double right that deputy ministers are not ministers but rather members of the cabinet.

Attending ministerial meetings is one thingwhile being a minister is another.

The presence of ministers is not just vital,but also significant particularly during this time of budget scrutiny whereby most misters rise and defend important budget aspects.

Mr. Kamlepo, I first conglatulate you for having faith that one day is one day – you are now in government, and work extra hard to make your name and the develop Rumphi District, the problem of Misnisters to be less in parliament, I think it is not a worrisome issue as far as they are going to bring good news from wherever they might be.
