Were these brown envelops full of money given to each and every household at Cobe or to just a selected few, and what was the criteria used to select those selected few who received the brown envelops?

Where did the money came from and what was the motive of handing out the money on the podium in full view of thousands of people and television cameras…….what kind of a good Samaritan could do things this way?

This seems to be acts of a desperate senile old man who is running scared of losing the upcoming 2019 general elections full stop……….
