The Government shouldn’t have made that promise, in the first place. Government should never position itself as a lending institution – the banks do that. What the Government should do is to give them something in the form a “letter of introduction” to the banks, as proof that they are Councillors and receive xxx amount of money from the Government every month for the duration their term as Councillors.
In countries like South Africa, a pay slip does the job.
