Since when does intelligence have arresting powers? Theirs is to gather and analyse information and where they feel there is a threat to our country they pass such such information to other security arms such as CID, Police and Military who then deal with such threats. Intelligence is covet by nature once they start getting subpoenas and detaining people then their cover will be blown and that defeats the whole purpose of having NIB.
