In all fairness what do you mean when you say progress is being made. Honestly government did nothing to prevent this. The thugs just gave it a break when the citizenry anger had almost reached bursting point and civil action was becoming a possibility. Government sensing danger ordered their thugs to hold on for a while. The Chaponda saga has necessitated this for spiritual offerings to their master the devil. So minister don’t cheat us keep you crocodile tears to yourself.
