It is IFMIS which makes stealing easy and irresistible. IFMIS makes supervision of transactions by directors almost impossible hence junior accounts persons and procurement officers steal like hell.

Again, internal auditors are the biggest thieves on the land.

Scrape off IFMIS FIRST BEFORE YOU GIVE ULTIMATUMS.

THIS WAS THE PP GOVERNMENT TENURE AND THIS WAS ALSO THE PERIOD WHEN CASHGATE GREW ITS URGLY HEAD. ULTIMATUMS WILL NOT SOLVE ANYTHING NEITHER HAVE EARLIER ONES WORKED. LET PARLIAMENT PASS BILLS THAT SHOULD BE ENACTED INTO STRINGENT LAWS THAT HAS A STRAIGHT JAIL TERM AND I SUGGEST BRING BACK THE FORFEITURE
ACT.
