who told you that if the country goes federal we are not going to experience these, Ask Nigeria which has got a federal type of system , you will understand that these kinds of theft is just the order of the day, We need to upgrade our thinking, the only thing to track down was to suspend one senior guy in the dept then we can unlock answers to the theft

my advice to the police is not to rush to conclusions. Remember the old guiding principle which says that in criminal investigations, all people are suspects except the investigator.
