A very troubling bill. The premises of “criminal behaviour” and weakening our protections in health services undermine the rights guaranteed to citizens under our constitution. The supporters of this bill offer a very one-sided argument. The bill itself is very vague and enforcement will be messy. The threat of punishment never changes behaviour – just look at drugs, drunk driving, ALL SIN. People are unafraid of punitive threats. I support the bill especially those who spread HIV delibately should indeed be criminalised that is practising witchcraft in a broad day light how can someone who is HIV positive in his right mind knowing that is positive and sleep unprotected with somebody who is negative? That is barbaric he muat face the music and for mandatory HIV test is a positive move as it will save the lives of many including that of unborn babies how can NGO be against such a bill whose lives are you protecting? This is true especially the sex work who disclosed sometimes back that she romps with even 12 years old boys and she agrees to have unprotected sex with them though she knows her status just because her clients demand it plain. Such a bill is good for those people so that they should know that their act is devilish.
