True .The government must also consider involving immigration and prisons in MANEB and ELECTIONs
activities not only the police. These days know that our graduates have no choice for jobs.Therefore as government make them understand that you are with them in these troubling periods of high population of unemployment.We can excuse the army at the moment because of DRC but they are needed too.

The government can also motive all these security agencies by engaging them in activities that gives them allowances not favoring police only.In Tanzania, prison guards are the most feared security agency
when it becomes to riots. The are called MAGELEZA.They are the last to deal with the most difficult riots.
Internal zigawenga .And the beat and well trained in these activity.When Mageleza is called every trouble
makers run for cover.
