The MoU is not for facilitation of the said four year programme, it is for DRM related programmes and activities in areas of research and training. The DRM programme already started two years ago

Memorandum of Understanding will mean nothing of the funds are constantly abused by corrupt officials. The problem is public theft by politicians and civil servants. If Theft is stopped there will be smooth delivery of services.
